I tried following existing solution with NO luck:

  1. GPG ERROR NO_PUBKEY : WARNING: The following packages cannot be authenticated! [closed]

  2. How do I fix the GPG error “NO_PUBKEY”?

How can I solve this problem?

Finally, solved this problem by following steps:

sudo mv /etc/apt/trusted.gpg.d/ /etc/apt/trusted.gpg.d.backup
sudo mkdir /etc/apt/trusted.gpg.d
sudo chmod 755 /etc/apt/trusted.gpg.d

Then, for each key you need:

sudo apt-key adv --keyserver keyserver.ubuntu.com --recv-keys 54422A4B98AB5139

As mentioned in Cannot solve GPG error link.
