Ubuntu upgrade failing from 16.04 to 16.10: 'Failed to lock /var/cache/apt/archives/lock'

I am unable to upgrade Ubuntu from 16.04 to 16.10.



Error message:



Failed to lock /var/cache/apt/archives/lock


There are numerous answers on how to fix it. I tried all. But no success. Can anybody help?
