command line - How to open any application using terminal in ubuntu?

How to open any application using terminal in ubuntu like Google Chrome or other applications not installed from software store or not of gnome/ xdg/kdg source?
And how to open any file like .pdf/.mp3/.mp4 etc using terminal?
